Pakistan had made commitment at the 3rd South Asian Conference on Sanitation (SACOSAN) to improve access of the people to safe water and sanitation and hammer out and put in place policies and programmes to achieve this. But, the country is way behind as far as implementation of the commitments is concerned.
This colossal failure of pakistan is widely attributed to the usurping of its meager budget & most of its international financial aid by the country's de facto ruling military establishment that is known to have grown richer as time has passed while its civilian population has grown progressively poorer by nearly the same amount in the virtually the same time period.
